I've seen this issue cause consternation on other forums, so I'm going to be up front with it here.
There WILL be Staff PCs allowed here.
Those staff PCs will be brought in for a particular purpose, not just willy nilly. For instance, a Staff PC may be brought in to complete a pack, to hold a critical office, to push a crucial plot past a certain point, etc. Staff will be able to create characters in the genres where they are staff, but those PCs will need to be approved by a majority of the staff. I also hold a veto, in case it interferes with the overall plot on the board. Any rolls by Staff PC must be conducted by me, or by a disinterested staff member.
The reason for this leeway in granting staff PCs is as much for mental health and resiliency as it is for expediency and usefulness. Staff are chosen because they are experts in their given genre. Rather than cut them off from playing PCs in the area that they love, I would rather staff work out some creative energy and take a break from the monotony of running an entire genre by delving into the areas that they love. Also, putting a PC into the fray may help them see player frustrations better, and craft plots better than a staff member who only sees things from outside the fray. In the long run, not only do you have happier staff members, but you have a higher quality experience for the players. Everybody wins.
I am not naive enough to think that people may perceive favoritism or conflict of interest on the part of staff if they are allowed staff PCs, especially in their own areas. If you perceive such things, even if there is not a staff PC involved, please let me know. I would rather address the issue than lose a disgruntled player who let their frustration build up.
